Mason Tillman Associates, Ltd. (Mason Tillman) is a public policy and research firm proudly rooted in the city of Oakland, with 39 years of experience in conducting disparity studies. Mason Tillman provides research, policy development, regulatory compliance, and social marketing services designed to improve minority and women contracting and hiring in the public and private sector. We have conducted over 130 comprehensive assessments of public and private contracting and hiring practices throughout the United States.
Mason Tillman uses data to document the patterns and practices in contracting, hiring, and retention. We use that data to craft innovative strategies that meet the needs of our clients, their constituents, and their stakeholders. Our work is grounded in evidence-based policy recommendations, objectives, and initiatives that lead to intentional inclusion of persons from diverse backgrounds.
Dr. Eleanor Ramsey, Ph.D, and Aminatu Yusuf will be leading the efforts for the City of Oakland Race and Gender Disparity Study.
Eleanor Mason Ramsey, Ph.D.
Eleanor Mason Ramsey, Ph.D., is the president and founder of Mason Tillman. Dr. Ramsey holds a doctorate degree in anthropology from the University of California, Berkeley and a baccalaureate degree from Hunter College in New York City. As president of Mason Tillman, Dr. Ramsey works directly with all staff, encouraging each member to contribute actively to the thoroughness and quality of our studies. Dr. Ramsey has more than 30 years of experience in core affirmative action services. She has evaluated and designed Minority and Women-Owned Business Enterprise and Disadvantaged Business Enterprise programs for cities, transportation departments, public school districts, airports, states, and, counties. Dr. Ramsey has conducted essential research that fosters the creation of equity and inclusion programs that meet judicial review standards and that are compliant with local and federal regulations. Her in-depth knowledge of equity programs allows her to formulate effective public outreach efforts, policy recommendations, and implement programs that result in the betterment of minority-owned, woman-owned, small, and local business utilization in contracting practices of agencies nationwide. Dr. Ramsey is an avid traveler, devoted parent, and committed community servant. Currently, she serves on the Board of Directors for the Oakland African American Chamber of Commerce, and is an active member of Delta Sigma Theta Sorority, Inc.
Aminatu Yusuf, Senior Project Manager
Aminatu Yusuf is a senior project manager at Mason Tillman Associates. She holds a bachelor of science in Health Promotion and Education from the University of Utah, and a Graduate Certificate of Public Health from Westminster College. In her role as the research team leader, Aminatu strives to further Mason Tillman’s mission of increasing access to hiring and contracting opportunities for minorities and women. She leads a team of social scientists who develop innovative diversity and inclusion solutions for corporations and governments that comply with federal, state, and local law. Aminatu fosters strategic partnerships between government agencies and stakeholders to generate the intentional sourcing of diverse talent, contractors, and suppliers. Aminatu is skilled at translating insights and analytics into policy recommendations and campaigns that communicate the social responsibility goals of each client. Aminatu is an active member of Delta Sigma Theta Sorority, Inc., enjoys spending time outdoors, and serves on the Associate Board for the Alameda Health Systems Foundation.
